| Overview of Guam Coastal Management Program (GCMP) |
| The Guam Coastal Management Program (GCMP) was developed on Guam as a core component within the Bureau of Statistics and Plans, a staff agency within the office of the Governor. It is based on local laws, regulations and resources and received full Federal approval from the National Oceanographic and Atmospheric Administration in 1979. It receives annual Federal funding under provisions of the US Coastal Zone Management Act which allows it to support functions of its networked agencies which have planning, research, outreach and permitting functions related to development and the environment. |

Mission
of the GCMP

| To protect and enhance the quality
of Guam’s coastal
environment from mountain tops to deep sea while maintaining
a balance of sustainable uses of resources and environmental
capabilities. |
Functions of the GCMP
|
 |
Based on formal applications,
certifies in writing that proposed federal actions and projects
receiving federal funding or federal permits are consistent
with Guam’s approved Coastal Management Program (GCMP). |

Reviews and recommends actions on
Guam Seashore Protection and Land Use Commission applications
for the Bureau of Statistics and Plans through the Application
Review Committee. |

Researches information for and produces
TV shows, newsletters, posters, publications, and public
presentations for public education on coastal management
issues |
 |
Networks with other government agencies
and non-governmental organizations to coordinate activities
and enhance related programs. |

Conducts Guam Federal Application
Clearinghouse reviews for Bureau of Statistics and Plans. |
 |
Assists with temporary Bureau of
Statistics and Plans assignments such as the Hazard Mitigation
Program and Disaster Damage Assessment. |
 |
Coordinates federally funded projects
on pollution control, environmental protection, natural and
historic resources use and conservation, development, management,
hazard management and planning. |
